Man charged, accused of molesting twin girls, 8

The molestations occurred when their mother was at work, the little girls told police.
One of the 8-year-old twins said Ronald A. Govner, 26, of the 4100 block of Euclid Avenue performed sex acts on her in the living room and in the bedroom of the apartment, according to court documents.
She cried as she told the investigating officer that Govner touched her under her clothes more than once at night when her mother was at work and her sisters were sleeping. He would pick her up when she went to sleep, and when she tried to go back to her room, Govner wouldn't let her. When she told this story, she wept with both hands covering her face.
Her twin said the molestation happened more than once and it would happen at night when everyone else was watching television in the front room and her mother was at work. Sometimes he would wrap a blanket around her to hide what he was doing, court documents said.
The abuse, which happened between May 1 andDec. 23, 2016, stopped when the girls' mother noticed unusual stains on her daughters' underwear.
Lab tests revealed the young girls were infected with gonorrhea, a disease the mother had contracted from Govner as well in 2015, court documents said.
The mother's infection was cleared up with medication. She said she tested negative for the sexually transmitted disease during the pregnancy and birth of the child she had in common with Govner, a child who is younger than her twins.
When she confronted Govner with the molestation allegations, he denied them. The mother, who was also the girlfriend of Govner, kicked him out of her apartment before going to make the police report, she said.
A warrant has been issued for Govner's arrest, the court documents said. His case includes four felony child molesting charges.
His bond is $70,000, the court document stated.
