18 named in federal indictments, 5 properties raided

FBI and various memebers of law enforcement enter a home in the 1600 block of St. Louis Avenue on Thursday afternoon.

Eighteen people were named in a dozen related federal indictments unsealed Thursday as being part of a drug dealing conspiracy.

The indictments coincided with at least five federal search warrants served by the FBI and local law enforcement around the Fort Wayne area Thursday morning. One of the men named in the indictments – Damian Dubose, 37, is linked by state property records to one of the properties searched, 1606 St. Louis Ave.

Another indictment lists another one of the properties searched Thursday morning – 3009 Oliver Street – as having been involved in the use or distribution of cocaine.

As school buses made their way down Oliver Street Thursday morning, federal agents dumped out the contents of a grill in the backyard, placing them inside a plastic evidence bag. In front of the home, other agents and investigators combed over a black SUV parked out front, checking the interior and engine compact.

The FBI and local law enforcement conducted raids at 1606 St. Louis Ave., 3026 Pennsylvania Ave., 3009 Oliver St., 1024 E. Paulding Road and 117 E. DeWald St.. The FBI confirmed the search warrants were part of an ongoing investigation.

David Capp, U.S. Attorney for the northern district of Indiana, announced a news conference for Friday at the federal Courthouse on Harrison Street to outline the arrests and indictments in a "major drug trafficking organization" in the greater Fort Wayne area.

Thursday afternoon, a handful of the people arrested had initial hearings in U.S. District Court. A number of the other hearings are scheduled for today.

According to court documents, the indictments relate to the distribution of cocaine and methamphetamine in Allen County and Steuben County specifically. Listed in the indictments were:

Allen County

Damian Dubose, 37, conspiracy to distribute and possess with intent to distribute cocaine; distributing cocaine; use of a telephone to facilitate in a conspiracy to distribute and possess with intent to distribute cocaine.

Gerardo Martinez-Gaston, conspiracy to distribute and possess with intent to distribute cocaine; distributing cocaine (two counts); use of a telephone to facilitate in a conspiracy to distribute and possess with intent to distribute cocaine.

Cynthia L. Sanchez, 42, distributing a controlled substance.

Jerry Sell, 43, conspiracy to distribute and possess with intent to distribute cocaine; use of a telephone to facilitate in a conspiracy to distribute and possess with intent to distribute cocaine.

Armondo Herrera-Velasquez, aiding in a conspiracy to distribute and possess with intent to distribute cocaine.

Manuel Herrara, conspiracy to distribute and possess with intent to distribute cocaine; maintaining a place, 7810 Wohoma Drive, Fort Wayne, for the purpose of distributing and using cocaine.

Elida Herrara, conspiracy to distribute and possess with intent to distribute cocaine; maintaining a place, 7810 Wohoma Drive, Fort Wayne, for the purpose of distributing and using cocaine.

Maria Patricia Herrera, aiding in a conspiracy to distribute and possess with intent to distribute cocaine.

Efren Paniagua-Pizano, aiding conspiracy to distribute and possess with intent to distribute cocaine.

Luis Tapia, aiding conspiracy to distribute and possess with intent to distribute cocaine; maintaining a place, 3009 Oliver Street, Fort Wayne, for the purpose of distributing and using cocaine.

Jose Noe Perea Casteneda, aiding in a conspiracy to distribute and possess with intent to distribute cocaine and methamphetamine.
